The City Council of El Paso, Texas has unanimously approved the plan for Montecillo, a 380-acre new development designed by Moule & Polyzoides for EPT Communities. This is one of the first set of neighborhoods in the American Southwest to be entitled under the Smart Code. The project, located on a sloping site around Mesa Boulevard, is planned for 3,500 housing units and 1 million square feet of retail and commercial space. The entire entitlement process, from beginning design to the final vote of the Council, took approximately six months.
