The Community Memorial Hospital District Master Plan introduces a replacement hospital building into a revitalized new hospital district. It is both sensitive to its surroundings and fully optimized in terms of the quantity and quality of development that surrounds the hospital complex. A pedestrian-oriented, beautifully landscaped mix of land uses—hospital, office, retail and residential—in an urban fabric of blocks and streets is reinforced with an architecture that respects and shapes the public realm. An overall parking management strategy generates revenue and creates a more pedestrian-oriented environment.

This master plan emerged from an extensive public process that included a multidisciplinary charrette conducted on the site. A critical component of the master plan is a form-based code that guides implementation of a neighborly new district in an increasingly urban context. The technical and legal requirements of the hospital are reconciled with the character of the surrounding residential and retail areas, creating a vibrant new district in the City of Ventura.
