The current dominant city-making model based on extensive suburban sprawl has not only led to a diminished quality of life, excessive traffic congestion and poor air quality, but to a fragmented social structure. Excessive ghettoization, isolation and higher crime are symptoms of this pattern. If the movement to reform American urbanism is to be successful, there are certain rights that must be as constitutionally guaranteed as our civil and property rights.
